feat(api): admin user management endpoints

- GET/POST /api/admin/users — list and create users (admin only)
- PATCH/DELETE /api/admin/users/[id] — update role/reset password, delete user
- PUT /api/auth/password — change own password
All admin routes guarded by requireAdmin().
