Remove `needs` dependencies from e2e-tests and docker-build jobs. They don't depend on lint/unit outputs — failures are visible from their own jobs. Saves ~22s off the critical path. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
