feat: add share API endpoints and in-memory rate limiting

- POST/DELETE /api/notes/[id]/share for creating/revoking public links
- GET /api/shared/[token] for fetching shared note data (no auth)
- GET /api/shared/[token]/attachment/[attachmentId] for public images
