revert: pin better-sqlite3 back to v11.10.0, breaks CI native builds
v13.0.3 has no prebuilt binary for the exact platform/Node combo used by both this project's Docker build stage (node:22-slim) and the GitHub Actions E2E runner, so it falls back to compiling from source via node-gyp. Neither environment has python3/make available for that fallback, so both the Docker Build and E2E Tests CI jobs failed with "Could not find any Python installation" / "not found: make". This wasn't fixing a known vulnerability (audit was already clean), so revert rather than start patching the Docker image and CI workflow's system packages for a version-currency bump.
